This is not a way to break into a PDF you do not have the password for — qpdf needs the correct password to decrypt a protected file. What it removes cleanly is the password and the owner restrictions once you supply it (or, for a PDF that opens freely but blocks editing, the restrictions alone).

Lossless, Not Rasterized

Many browser tools "unlock" a PDF by rendering every page to an image and stitching a new PDF from the pictures — which bloats the file and destroys selectable text, links, and searchability. Unlock PDF decrypts the original bytes with qpdf, so the output is the same document minus the password: text stays selectable, forms stay fillable, and the file size stays sane.
